Equity Priority Communities (EPCs) are historically disadvantaged communities defined at the unit of Census Block Groups within SACOG area.<\/span><\/p>

There are three types of EPCs:<\/span><\/p>

1) Home-based EPCs<\/span><\/p>

2) Destination-based EPCs<\/span><\/p>

3) Both Home- and Destination-based EPCs<\/span><\/p>

<\/p>

A. Home-based EPCs are based on the following criteria:<\/span><\/p>

1. Race and Ethnicity - percentage of Latino and/or Non-White population based on ACS 2018-2022 5-year estimates (Block Groups)<\/span><\/p>

2. Low Income - percentage of Households below 200% of the Federal Poverty Level based on ACS 2018-2022 5-year estimates (Block Groups)<\/span><\/p>

3. Cost Burden - CNT Housing + Transportation (H+T) 2022 (Census Tract)<\/span><\/p>

4. Pollution Burden - CalEnviroScreen 4.0 Pollution Burden Percentile (Census Tract)<\/span><\/p>

5. Youth - percentage of population 17 and younger based on ACS 2018-2022 5-year estimates (Block Groups)<\/span><\/p>

6. Older Adults - percentage of population 65 and older based on ACS 2018-2022 5-year estimates (Block Groups)<\/span><\/p>

7. People with Disabilities - percentage of population with disabilities based on ACS 2018-2022 5-year estimates (Census Tract)<\/span><\/p>

8. Linguistic Isolation - percentage of households with Limited English Proficiency based on ACS 2018-2022 5-year estimates (Block Groups)<\/span><\/p>

9. Educational Attainment - percentage of Adults with no High-School Diploma based on ACS 2018-2022 5-year estimates (Block Groups)<\/span><\/p>

10. Selected Tribal Areas - Census Block groups adjacent to Auburn Historic and Enterprise Rancherias<\/span><\/p>

The EPCs status was defined based on a score estimated in the following way:<\/span><\/p>

1. Standardization of the criteria by County<\/span><\/p>

2. Weighting of criteria based on the public and interested parties engagement (more details in the methodology document)<\/span><\/p>

3. The Block Groups were ranked by weighted sum of the criteria and top-scoring ones were selected with the goal to achieve the population target of 20% per County in selected EPCs.<\/span><\/p>

<\/p>

B. Destination-based EPCs are based on the volume of trips originating from selected Home-based EPCs and are meant to reflect the destinations where disadvantaged communities are typically travelling to. The analysis of trip volumes was based on Replica 2024 data - Origin-Destination trip matrix on Block Group level.
